Cheap Windows key: legal or a scam? The 7 signs
A low price is not a sign of a scam in itself: a resold perpetual licence costs less than a new one. What matters is an identified seller, an invoice, an explained origin and a verifiable activation. Without these four points, walk away.
Why some keys are inexpensive
A perpetual second-hand licence resold legally can cost much less than a new licence sold by Microsoft. The price gap alone does not prove fraud, but it does mean you must check the seller.
Market prices, channel by channel
Checked on Google in France on 6 November 2026, for Windows 11 Pro and Office 2024:
| Channel | Windows 11 Pro | Office 2024 | What you buy |
|---|---|---|---|
| Microsoft Store | €259 incl. VAT | €149 incl. VAT (Home), €299 incl. VAT (Home & Business) | A new licence sold by Microsoft |
| Large retailers and official-channel resellers | €100 to €270 incl. VAT | Depends on the edition | A new licence from the official channel |
| Online key shops | €9 to €45 incl. VAT | €12 to €50 incl. VAT | Usually a pre-owned, OEM or volume key, with an origin that is more or less explained |
| Marketplace sellers | €0.40 to €7 incl. VAT | €1 to €30 incl. VAT | Keys whose origin is rarely explained, with many reviews about rejected keys |
| Pre-owned licence specialists for businesses | €69 to €99 excl. VAT (volume upgrade) | €223 to €280 excl. VAT (Office LTSC 2024 Pro Plus) | A licence with its provenance file (previous owner, uninstallation, transfer) |
The gaps come from the type of licence (new, manufacturer, volume, pre-owned) and from what the seller provides with it: invoice, guarantee, provenance file. Below a few euros, the origin of the key is almost always impossible to check.
The 7 signs to check
The seller is identified
Company name, SIRET, address and a reachable contact in the legal notice.
An invoice with VAT is provided
Without an invoice, you cannot prove anything in a dispute.
The origin of the keys is explained
Second-hand, new, volume, OEM: a reputable seller says what it sells.
The price is credible
Be wary of a €1 key or a 95% discount on an unverifiable “crossed-out” price.
A clear guarantee exists
Key replaced or refunded if activation fails, and reachable support.
Reviews are verifiable
Third-party platform, dated reviews, seller replies, including to negative reviews.
Payment is secure
Card, PayPal or another protected method. Avoid a bank transfer to a stranger.
Check the activation after purchase
Enter the key, then open Settings, System, Activation: the status should read “Windows is activated”. For the method in detail, see the verification guide. If it fails, see My Windows 11 key does not work.
The most common scams
| What you are offered | The problem |
|---|---|
| Microsoft 365 “for life” for a few euros | Microsoft 365 is a subscription: there is no “lifetime” version. It is often a shared account, cut off after a few weeks. |
| A generic key found on the internet | Microsoft’s generic keys (KMS enterprise activation) give no right of use. |
| An “activator” to download instead of a key | It is a piracy tool: no licence, and a risk of malware on your PC. |
| A key already used, resold several times | It sometimes activates, then Microsoft blocks it; without a guarantee, you have no recourse. |
| An education or evaluation licence | Restricted use: it does not give you the right of use of a normal licence. |
| Activation “by phone” required | Microsoft withdrew phone activation on 3 December 2025 in favour of an online portal. |
If you think you have been scammed
- Write to the seller with a screenshot of the error message and the purchase date, and keep a copy.
- Paid by card: contact your bank to dispute the payment. Paid by PayPal: open a dispute in your account.
- Report the website on SignalConso, the French consumer authority’s service (DGCCRF), and to Microsoft on its counterfeit software reporting page.
- Do not install an activator to “fix” the situation: it would make things worse.
